Syria’s Smart Card System for fuel subsidies represents a groundbreaking initiative aimed at modernizing public service delivery and enhancing efficiency.
- Pump Automation Software: Installed on a dedicated PC and connected to the Central Server, this software oversees pump sales, unit price management, shift application, and management of pump attendants and customers.
- Middleware: It lies between the operating system and the applications running on it. Essentially functioning as a hidden translation layer, middleware enables communication and data management for distributed applications.
- RFID Readers: Enhance visibility in operational functions such as monitoring costs, ensuring accurate invoicing, and facilitating vehicle allocation for fuel distribution.
- TAG Readers: Installed on nozzles to read the electronic identification information in the identity unit (TAG) installed in the vehicle.
- Printers: Issue invoices to customers for each operation they perform at the pump.

- The sanctions imposed on Syria presented significant challenges for the project. At an advanced stage of project implementation, we were compelled to change the type of controller used in the pumps and the RFID reader. Due to restrictions on importing the compatible tag reader specified in the project, we had to procure a locally manufactured reader and attempt to make it compatible with the system.
- Technical issues necessitated rigorous testing and troubleshooting during implementation.
- Overcoming resistance to change and building public trust and awareness were essential challenges.
- Collaborating with the development team, we updated, tested, and troubleshooted the middleware, which was created to address the challenge of transitioning to incompatible controllers and RFID readers.
- My meticulous planning and coordination with the central installation team and the field support technicians in other cities ensured successful implementation within a short time frame.
- Collaborating closely with the system and network administrator Marcel Ismael, we implemented advanced encryption techniques like using OpenVPN over different technologies APN, 3G, SHDSL and ADSL. This collaborative effort ensured the safeguarding of sensitive data, enabling secure transactions and effectively preventing fraud.
- I spearheaded a successful initiative to cut the installation time for smart card equipment in half. This was achieved by proactively preparing electrical panels and control panels ahead of time. By optimizing our process and storing these components in the warehouse, they became readily available for the Installation Team whenever new installations arose. This strategic approach significantly enhanced efficiency and responsiveness, enabling us to deploy smart card systems swiftly and with minimal downtime.
